2018-19 Budget: VIC key transport infrastructure projects

The second post on our 2018-19 Federal Budget series featured the key transport infrastructure projects for the State of New South Wales. On this third 2018-19 Budget post, we will tackle the key Victorian transport infrastructure projects.

Victoria Key Projects

Monash Rail (South-East Melbourne) - planning and pre-construction towards construction of a rail line to service the Monash precinct

Ballarat Freight Hub (Ballarat) - provide core infrastructure that will enable operation of a freight facility capable of handling High Productivity Freight Vehicles within the planned Ballarat West Employment zone

Condah - Hotspur Road Upgrade (Heywood) - upgrade of a 14-kilometre section of Condah - Hotspur Road, including widening of the Crawford Rover Bridge

Melbourne Airport Rail Link (Melbourne) - the Australian Government has invested up to $5 billion towards the future Melbourne Airport to Melbourne CBD rail link, in partnership with the State Government

Melbourne Airport Rail Link Business Case (Melbourne) - development of a preliminary business case that will determine the preferred rout and estimated cost for the project

Frankston to Baxter Rail Upgrade Business Case (Melbourne) - development of a business case to investigate options for the duplication and electrification of the rail line and associated infrastructure

Frankston to Baxter Rail Link: Electrification Upgrade (Melbourne) - duplication and electrification of eight kilometres of the Stony Point Rail Line

Port Rail Shuttle (Melbourne) - deliver a series of rail freight shuttles to move large shipping containers from the Port of Melbourne to freight rail terminals located around the city

Monash Freeway Upgrade Stage 2 (Melbourne) - widen the freeway from Warrigal Road to EastLink and from Clyde Road to Cardinia Road; upgrade the Beaconsfield interchange; duplication and extension of O'Shea Road; and extending the managed motorway technology along the freeway

Murray Basin Freight Rail (Regional Victoria) - revitalisation of the rail line in west Victoria, includes upgrading and converting the network to the same gauge as the broader interstate network

M80 Ring Road (Melbourne) - complete the upgrade and widening of the M80 Ring Road

North East Link (Melbourne) - construction of a freeway link between the M80 Ring Road in Greensborough and the Eastern Freeway

North East Rail Line Upgrade (North East Victoria) - upgrading the rail line to a Victorian Class 2 track performance standard for passenger services

Princes Highway East: Traralgon to Sale Duplication (South East Victoria) - duplication of more than 30 kilometres of the Princes Highway East between Traralgon and Sale

Princes Highway East: Traralgon to Sale Duplication additional commitment to complete the project (South East Victoriaa)

Princes Highway West: Winchelsea to Colac Duplication (South West Victoria) - upgrade and duplicate 37 kilometres of the highway between Winchelsea and Colac

Regional Rail Revival Package (Regional Victoria):

Regional Rail Revival Package - additional commitment for the Geelong Line $5 million $35 million
Rural and Regional Roads Package (Regional Victoria) - a package of works that will improve safety and productivity on rural and regional roads, including $97 million for the Echuca-Moama Bridge and $25 million to continue the upgrade on the Great Ocean Road   $345 million
Tullamarine Freeway Widening: Section 1 of CityLink Tulla Widening (Melbourne) - construction of an additional lane in each direction on the Tullamarine Freeway from Melrose Drive to Melbourne Airport $35.2 million $200 million
Urban Congestion Package: network and Off-Network (Melbourne) - package of works that will help relieve congestion in urban areas, which includes the construction of the O'Herns Road interchange on the Hume Freeway   $85 million
Victorian Congestion Package (State-wide) - package of works that will help relieve congestion in urban areas in Victoria   $40 million
Western Freeway: Halletts Way Access Ramps and Shared User Path (Bacchus Marsh) - construction of east-facing access ramps to, and a shared user path bridge over the Western Freeway at Halletts Way $300,000 $12.2 million
Western Highway: Ballarat to Stawell Duplication (Western Victoria) - complete planning for the duplication of the highway from Ballarat to Stawell, and duplicate 68 kilometres from Ballarat to Ararat $44.2 million $358.8 million

The projects listed above do not include projects covered by the road maintenance funding, Black Spot Projects, Bridges Renewal Program, heavy Vehicle Safety and Productivity Program, Roads to Recovery or Untied Local Grants.

In a statement released by Treasurer Scott Morrison, he said: "These investments in national priority road, rail and public transport projects will bust congestion, improve safety, connect people to jobs and streamline freight delivery."
