The Victorian Government is taking a step forward towards the delivery of the new and upgraded Eureka Stadium in Ballarat with the announcement of an Advance Tender Notice (ATN) for a main works contractor.
The $150 million project will deliver a range of significant improvements to Eureka Stadium ahead of the Victoria 2026 Commonwealth Games.
The works will include building a new athletics track at the site and the expansion of the stadium to hold an additional 5,000 permanent seats with improved accessibility.
“This is a unique opportunity for the construction industry to get involved in the delivery of the venue, generating local jobs and contributing billions of dollars into Victoria’s economy,” Minister for Commonwealth Games Delivery Jacinta Allan said.
The Advance Tender Notice for the main works include civil and earthworks, construction of athletics track, carparking, sport lighting and associated amenities.
An Expressions of Interest process will follow in May 2023.
Interested parties are encouraged to register via the Buying for Victoria website. A shortlist of contractors from the registrations will be invited to participate in a Request for Proposal process.
“We’re investing in world-class sporting infrastructure that will allow Ballarat to be host to some of the Commonwealth’s best athletes, driving economic growth and an enduring legacy of accessible, inclusive and fit-for-purpose housing and community infrastructure,” Minister for Commonwealth Games Legacy Harriet Shing said.
In addition to the announcement of the Advance Tender Notice, the Victorian Government has also appointed a design consultant team for the project. The team is comprised of Cox Architecture and Ballarat-based firm Morton + Co Architects.
Upgrading the Eureka Stadium will mean spectators will have better and bigger experiences in the years to come, while also ensuring Ballarat continues to attract major events.
“The upgrades to Eureka Stadium will enable us to host the Commonwealth’s best athletes right here in Ballarat in 2026, but beyond that, the improvements will benefit our community for decades to follow,” Member for Wendouree Juliana Addison said.
During the Commonwealth Games, additional temporary seats are going to be installed along with a competition standard track on the existing playing field.
The Commonwealth Games is estimated to contribute over $3 billion to the State economy and create more than 7,500 jobs before, during and after the Games.

A new milestone has been reached on the $50 million upgrade to Ballarat Station in Victoria with the release of early designs for community feedback.
Major tunnelling works can begin in 2026 on the Suburban Rail Loop (SRL) following the award of the first tunnelling contract for SRL East. This milestone is another big step towards the transformation of Victoria’s public transport network.
The final designs for the removal of four dangerous and congested level crossings in Melbourne’s west as well as the new Melton Station have been released and construction is on track to begin later this year.
