Request for Proposal released for $146m Bayswater Station Upgrade WA

A Request for Proposal (RFP) has been released to market for the design and construction of the $146 million Bayswater Station Upgrade project in Western Australia as part of the METRONET development.

The winning contractor will be responsible for the design and construction of the station as well as associated works, including the completion of track, signalling, civil, drainage and overhead line works. The builder will also undertake the construction of retaining walls, delivery of communications and control systems, and development of public space.

The chosen builder will have to deliver works on the Bayswater Station and the bridge over King William Street/Coode Street underpass while keeping the Midland Line operational.

In addition, the preferred tenderer will provide assistance to the delivery of the Morley-Ellenbrook Line.

The contract is set to be awarded in late 2019.

“This significant upgrade to the station, along with raising the notorious bridge over the King William Street/Coode Street underpass, will further improve the amenity of the area.

“The upgraded station will increase the attractiveness of public transport and help facilitate sensible new development in an already desirable suburb,” Transport Minister Rita Saffioti said.

The Bayswater Station Upgrade project will include:

  • Relocating platforms closer to Whatley Crescent onto the rail bridge, requiring the removal of all passenger parking along Whatley Crescent
  • Allowing space for potential connection of the proposed Morley-Ellenbrook Line
  • Longer platforms to accommodate future six-car trains
  • Building a new and higher rail bridge, including an elevated principal-shared path
  • Additional rail infrastructure between Bayswater and Meltham stations
  • Extending the pedestrian underpass at Leake Street
  • Whatley Crescent-Beechboro Road South connection under the railway
  • Hamilton Street public space that follows the natural geography of the area for pedestrian links from a lowered Whatley Crescent to Hamilton Street
  • Removal of Coode Street-Railway Parade signalised intersection
  • Reconfiguration of the King William-Whatley Crescent intersection to introduce pedestrian priorities and improve vehicle movements
  • Whatley Crescent-Hamilton Street remodelled so that the eastern end of Whatley Crescent and Hamilton Street would become directly linked and the area is only accessed by local residents
  • Reducing Whatley Crescent to two lanes (one in each direction) through the town centre
  • Two station entrances to reduce passengers crossing roads and provide alternative emergency exits
  • Integrating bus services with the local road network without requiring buses to turn in residential streets or operate from a large bus interchange within the town centre

Construction on the project is anticipated to commence by the end of the year.
