Netflow consortium to build VIC's $1.8bn Western Roads Upgrade

Construction on the $1.8 billion Western Roads Upgrade in Melbourne’s west is set to commence with the Netflow consortium announced as the preferred builder.

The Western Roads Upgrade is a package of works that will deliver a combination of road widening, duplications and intersection upgrades on eight congested key arterial roads in the western suburbs.

“We’re investing in the suburban roads that people rely on every day – tackling congestion and helping people get where they need to be,” Minister for Roads and Road Safety Luke Donnellan said.

The eight key arterial roads are:

  • Dunnings Road and Palmers Road, Point Cook Road to Princes Freeway, Point Cook
  • Palmers Road, Princes Freeway to Western Freeway, Truganina
  • Derrimut Road, Sayers Road to Dohertys Road, Tarneit
  • Leakes Road, Fitzgerald Road to Derrimut Road, Truganina
  • Dohertys Road, Fitzgerald Road to Grieve Parade, Laverton North
  • Dohertys Road, Foundation Road to palmers Road, Truganina
  • Forsyth Road / Princes Freeway, Hoppers Crossing
  • Duncans Road / Princes Freeway interchange, Werribee / Werribee South

The public-private partnership – in an Australian-first – will also extend their work to road maintenance for this project in order to ensure that more than 260 kilometres of the existing arterial road network in the western suburbs is properly maintained over the next 20 years.

“The Western Road Upgrade will transform eight of our most important arterials and make sure that a whole road network is looked after for the next 20 years,” Member for Tarneit Telmo Languiller said.

Works on the Western Roads Upgrade are expected to commence in 2018 and will be completed in stages, minimising disruption to motorists. All eight projects are set to be completed by 2021.

Netflow is a joint venture between Cintra and Plenary Group – serving as a project sponsor. For this project, the consortium is also comprised of WBHO Infrastructure as design and construction lead; Ferrovial Services companies – Amey and Broadspectrum – as services contractor, together with local contractors ACE Contractors Group, Civilex, Fortunato Group, Negri Contractors and Winslow Group.
