Two contracts from Horizon Power – with a total value of $36 million – has been awarded to Downer Group for the design and construction of a power station and zone substation as well as transmission line on Western Australia’s Onslow Distributed Energy Resource (DER) project.

The scope of works to be undertaken by Downer will include the design, procurement and construction of the power station and zone substation. Also included in the scope of works is the design and construction of the 33-kilovolt (kV) transmission line which comprises of:

  • 8-megawatt of electrical dispatchable power generation
  • 1-megawatt battery energy storage systems for load sharing and grid stabilisation and voltage smoothing
  • High-pressure gas skid heating, pressure reduction and gas distribution
  • 11kV and 33kV power transformers as well as associated switch rooms and switch gears
  • Facility for fuel gas and fuel oil handling and transfer
  • Facility for handling engine oil
  • SCADA and power station automatic load following control systems
  • About 30-kilometres of underground medium Voltage (MV) cabling

This project, which will be delivered by Horizon Power, will be mainly funded through a State Development Agreement between Chevron’s Wheatstone Project and WA’s Department of State Development.

According to Downer’s Executive General Manager for Construction Adam Cook, the company was delighted to have been chosen to deliver this vital project for Horizon power and the Onslow community.

“The power station and zone substation are an integral part of the Onslow Distributed Energy Resources project. We are proud to be entrusted to deliver these important components as it highlights our capability to undertake complex and critical infrastructure in the electrical distribution sector,” Mr Cook said.

Works have commenced on 23 December 2016 and project is expected to be completed in March 2018.
