Downer EDI to deliver works on WA Denny Avenue Level Crossing Removal

Western Australia’s Denny Avenue Level Crossing Removal project has marked a major milestone in December, with Downer EDI appointed as the preferred contractor to deliver the major rail components of the project.

“Denny Avenue will join a program of six METRONET projects that will be under construction during 2020, which is an unprecedented upgrade of Perth’s rail network.

“Residents of Kelmscott, Armadale, Clifton Hills and Roleystone are all too familiar with the frustration of the Denny Avenue level crossing and we look forward to delivering the solution,” Transport Minister Rita Saffioti said.

The Denny Avenue Level Crossing Removal project is going to be delivered through two design and construct contracts. With the major rail components contract already awarded to Downer EDI, the second stage of the project has progressed to the next tender phase. Downer EDI and Decmil have both been shortlisted for the road portion of the two-stage project and the contract is anticipated to be awarded in early 2020.

Early works commenced in 2019 and it is the first works package to begin under METRONET’s Level Crossing Removal program.

The Denny Avenue Level Crossing Removal project will include:

  • Permanently closing the level crossing at Denny Avenue
  • Construction of a rail-over-road underpass by raising the rail and sinking Davis Road under the elevated rail line
  • Extending Davis Road to Third Avenue to maintain the important east/west connection for motorists, cyclists and pedestrians
  • Widening Davis Road to accommodate up to four lanes of traffic (two in each direction)
  • Installation of traffic lights at the Davis Road intersection at Albany Highway, Streich and Railway avenues, and also at the Gilwell Avenue / Albany highway intersection
  • Removing the existing traffic lights along Denny Avenue at Albany Highway, Streich and Railway avenues
  • Upgrading Albany Highway to include two new signalized intersections and provide new turning lanes for Davis Road and Streich Avenue
  • Creating a walk/cycle path over the new Davis Road underpass on the Railway Avenue side of the rail line
  • Turning sections of Third and Slee avenues into cul-de-sacs
  • Civic improvements and road landscaping to revitalise the Kelmscott town centre including refurbishing Station Masters house and land development opportunities

“We now have a contractor to build the rail component of the project and soon we will start to see the Kelmscott town centre transformation take place,” Armadale MLA Tony Buti said.

In addition, Jacobs was chosen as the preferred proponent to create the business case for the removal of six other level crossings on the Armadale Line.
